How Steam turns reviews into a label
Steam shows a label once a game has 10 reviews from Steam purchases. The label depends on the share of positive reviews and, at the top and bottom, on the number of reviews: Overwhelmingly Positive needs 95% and 500 reviews, Very Positive 80% and 50.
The “next label” number assumes every new review is positive, so it's the fastest possible path. The drop risk assumes every new review is negative.
